26º Congresso da APDR - submissão de resumos

A Universidade de Aveiro (UA) e a Associação Portuguesa de Desenvolvimento Regional (APDR) estão a organizar o 26º Congresso da APDR,
que se realizará nos próximos dias 4 e 5 de julho, na UA.

Sustainability, Vol. 11, N. 5, 2019: “Stepping out of the Shadows: Legacy of the European Capitals of Culture, Guimarães 2012 and Košice 2013”
The European Capitals of Culture (ECOC) is the most ambitious cultural, collaborative programme in Europe. Up until 2000, ECOC projects were hosted by several national capitals and principal cultural cities in Europe. In the second phase, the programme also began to discover second-tier and less well-known cities hidden in the shadow of the cultural capitals. This paper focuses on assessing different ECOC strategies (traditional versus radical) and the corresponding legacies of two medium-sized cities: Guimarães (ECOC in 2012, Portugal) and Košice (ECOC in 2013, Slovakia). Cultural heritage is identified by the capacity of culture to change development trajectory and to boost the economy of cities. The strategies and legacies of Guimarães and Košice have revealed themselves to be comparatively different, especially due to their differences with respect to UNESCO cultural heritage. While Guimarães partially succeeded in enhancing its position as a tourist attraction and the visibility of its historical cultural heritage, the industrial city of Košice is an example of more radical and dynamic culture-led form of development, overcoming the provincialism of the city. Most importantly, and due to the strengthening pride of the locals, both ECOC cities have stepped out of the shadow of stronger cultural capitals in their countries. This joint research offers the possibility of a first-hand comparison of traditional and radical approaches and an in-depth interpretation of their legacies after a period of five years, explaining the mechanisms of forming different legacies in two types of ECOC cities. Leiria: potencialidades, fraquezas, captação de investimento externo e liderança
Do que conhece da região de Leiria, quais
as suas potencialidades?
Confesso que conheço muito menos do que gostaria. Já levo cerca de 30 anos de
afastamento da realidade económica, social e política. O que vou seguindo é
pelos jornais e por visitas muito esporádicas à família. Há potencialidades
iniludíveis associadas à história e à dinâmica mais recente da indústria, ao
seu património natural e construído, ao posicionamento geográfico, devido à
proximidade a Lisboa e, consequentemente, a importantes infra-estruturas
portuárias e aeroportuárias, e à iniciativa empresarial.
Que fraquezas deveriam ser trabalhadas?
Uma coisa são recursos, outra são capacidades operativas, concretização de
projectos. Do que vou vendo e percebendo, parece haver uma enorme falta de clareza
de projecto ou de estratégia, se é que chega a haver projecto de
desenvolvimento para este território. Os agentes sugerem-se dispersos e
amarradas a estratégias do foro individual. Há, adicionalmente, falta de escala
nas intervenções que vão sendo conduzidas e falta de liderança. A relativa
fluidez das “fronteiras” do território também não facilita nem a aquisição de
massa critica nem a definição das necessárias lideranças sociais e políticas.
Parece-me essencial que se pegue na própria malha urbana que é suporte do
território e se procure perceber-lhe o potencial estruturador e coerência
funcional.
Por que é que pensa que falta
liderança em Leiria?
Tenho má opinião sobre a gestão política desse território. Os políticos estão,
de forma genérica, muito virados para o seu umbigo. Existe muito pouco o
sentimento de território. Aliás, a utilização do termo 'região de Leiria'
causa-me algum embaraço. Se estamos a falar de Leiria enquanto concelho, não é
região nenhuma. Enquanto distrito, é falar de uma unidade
político-administrativa que é relativamente artificial do ponto de vista da
identificação das comunidades. Não existe nenhum conceito histórico ou cultural
de região associado a Leiria. A imagem que tenho é a de posturas desgarradas,
ausência de identidade forte e, claramente, de liderança. Quando falo de
liderança, não é focalizada numa pessoa. É antes de uma elite, da convergência
de um grupo de pessoas, que têm pontos comuns de visão sobre o desenvolvimento
do território e lutam no mesmo sentido. Dos contactos que tenho com Leiria, não
me apercebi que tivesse havido um esforço sério para chegar a esse projecto, a
essa liderança. Mas é uma percepção obtida por quem está fora, pode não ser
assim.
Tem-se assistido ao abandono do País por
parte de várias multinacionais. De que forma se pode contrariar esta tendência?
Este abandono prende-se com as estratégias competitivas das empresas que operam
em mercados globais e com as oportunidades em matéria de custos, de acesso a
recursos naturais, mercados, redes logísticas e a capital humano que se vão
revelando nos diferentes contextos económicos. As razões que podem trazer novos
investimentos externos a Portugal são necessariamente diferentes daquelas que
os trouxeram no passado. O que se pode fazer? Pode-se investir mais em
qualificação dos recursos humanos. Pode-se apostar muito mais no
desenvolvimento do sistema científico e tecnológico, requalificar o território
e dotar o País de infra-estruturas diversas, incluindo as logísticas e as
associadas à potenciação do País em matéria de turismo e lazer. Pode-se
aproveitar bem melhor as relações históricas e culturais que Portugal mantém
com muitas partes do mundo e potenciar a partir daí parcerias empresariais que
possamos aproveitar para chegar a novos mercados e criarmos empregos em
Portugal. Pode-se dar eficiência à máquina burocrática que regula o
funcionamento das empresas e da Economia, ser-se bastante mais célere e
esclarecido nos processos de negociação com os operadores internacionais
interessados e fomentar uma relação mais próxima entre o sistema científico e
tecnológico e as empresas.

“Social entrepreneur and gender: what`s personality got to do with it?”
Abstract
Social entrepreneurship is known as a
promising path for creating social value in a sustainable and enduring way.
Social entrepreneurs are at the core of the entrepreneurial process and are
critical drivers for maintaining social entrepreneurial activity. Research on
economic entrepreneurship identifies a gender gap favourable to men. In the
social entrepreneurship arena, the existing evidence is slightly fuzzy, since
this gender gap seems not to be so preeminent. The present study uses the Big
Five Model to identify personality trait differences between women and men
social entrepreneurs and to assess whether this differences influence the social
entrepreneurial activity in a different way. A review of literature on gender
differences and personality traits on social entrepreneurship details the main
theoretical developments and builds the hypotheses. An email survey was applied
to the heads of Portuguese social ventures to test the hypotheses previously
formulated. The data gathered suggest that, both, female and male social
entrepreneurs have a personality characterized by a high level of openness to
experience, agreeableness, conscientiousness, extraversion and emotional
stability. Based on the analysis of variance (ANOVA) between the two groups and
a logistic regression, our investigation has revealed that women and men who
launch a new social venture only differ in one personality dimension - agreeableness
- wherein women are highest scored. No significantly differences were found in
the other personality traits.

“Inserção Profissional dos Jovens de Braga”: sessão de apresentação do livro
«O
livro “Inserção Profissional dos Jovens de Braga”, dos autores Eduardo
Duque (CECS), Cícero Pereira (Universidade Federal da Paraíba) e José
Durán Vázquez (Universidade de Vigo), vai ser apresentado no dia 13 de
novembro (segunda-feira), às 18h00, no edifício GNRation (Praça Conde de Agrolongo, n° 123, Braga). A publicação, que será
apresentada pelo presidente da Câmara de Braga, Ricardo Rio e por Paula
Remoaldo (Professora Associada com Agregação da Universidade do Minho),
integra um conjunto de indicadores que permitem analisar o impacto da
escolarização nos padrões de empregabilidade, bem como uma reflexão
sobre a transformação da sociedade do trabalho, as transformações
ocorridas no mundo da educação e o impacto da sociedade de consumo
gerador do novo ethos juvenil.

Congress has

central theme:
Intellectual
Capital and
Regional Development:
New
landscapes
and challenges
for space
planning. After
23 years,
the
APDR’s
Annual Congress
returns
to the
University
of Beira
Interior,
for positioning
intellectual
capital and
regional
development as
a key
theme for
public policies
and the
agenda of
the collaborative
community of
politicians, entrepreneurs,
researchers and citizens
interested in
promoting endogenous
growth,
combined with
the institutions,
systems and
new functional
and integrative
type designs,
for promoting
symbiosis among
economic, social
and political
agents, in
the joint
task of
(re) designing
a new
competitive space,
at the
regional level. In
this context,
the central
theme chosen
is of
major importance,
since
it is
urgent
to expand
the ongoing
debate on
the importance
of identifying,
monitoring and
managing the
different
components of
regional-based
intellectual capital,
in order
to stimulate
a structural
change in
the scope
of in- novation
and development
regimes, funded
on endogenous
growth factors.
The
24th APDR
Congress aims
to address
different

low population

education institutions

and innovation

and development?
What transport
networks
should
the trans-European regions
have? What

the new
productive specializations
in the
regions? Can
sport be
a motor
for regional
development? The
Congress will
include a
Policy
Forum, Plenary
Sessions,
Special Sessions,
Conferences and
Round Tables,
Workshops and
Parallel
Sessions. The
Parallel Sessions
will
include: (i)
communications submitted
to Regular
Sessions
(RS) proposed
by the
organization;
And
(ii)
communications submitted
to Special
Sessions (SS),
proposed by
participants as
well as
discussion topics
included in
Workshops
proposed by
the participants.
The
communications presented
at the
24th APDR
Congress may
be published
in the
Revista Portuguesa
de Estudos
Regionais (RPER),
even though
a first
version has
already been
included in
the minutes
of the
Congress. Thus,
interested authors
should submit
their manuscripts,
even if
revised in relation
to the
texts presented
at the
congress. There
is no
deadline
for this
submission.
